NFA Implementation at Cross Lake

Only Cross Lake First Nation, which also refers to itself as Pimicikamak, is proceeding with implementation of the NFA as written and without any clarifying supplemental agreement. This is at their request. As of 2007, Manitoba Hydro and Manitoba have spent more than $100 million for programs, compensation and mitigation related to the NFA at Cross Lake. Expenditures now range $5 to $6 million annually.

Manitoba Hydro's commitment to the NFA is visible in the community every day. Through programs, many Cross Lake members are employed to:

  • promote safety;
  • assist in continuing traditional hunting, fishing and trapping activities;
  • address the direct effects of our operations.

Ongoing NFA programs in the community include (2006/07 estimates):

  • Debris management and clean up ($1,368,500);
  • Alternative foods program, gardening program, and hot lunch program which provides all residences with meat and poultry; food supplies for the daily school hot lunch program; and support for community gardens ($1,005,900);
  • Trapping and fishing assistance programs; including 270,000 lbs of fresh fish distributed to the community and employment for 20 fishers ($797,500);
  • Construction of boat launch and maintenance of docks ($211,300);
  • Safe water patrols ($208,500);
  • Safe ice trails ($145,100);
  • Safe portage initiative ($82,500);
  • Cultural site protection with input from Elders and community experts ($52,300);
  • Elders fuelwood program ($33,000);
  • Clean up of community shorelines for recreational use ($15,000);
  • Other (arbitration claim costs, personal property damage claims).

Other examples of NFA activities:

  • $4.1 million arena construction and $575,000 annual operation and maintenance payments;
  • $9.5 million weir construction to maintain water levels in community;
  • $500,000 to assist Cross Lake First Nation's purchase of the Ponton restaurant and gas station.
