Manitoba Hydro's natural gas rates are regulated by the Public Utilities Board of Manitoba (PUB). PUB Orders may be accessed through the PUB's website.
On January 20, 2011, the PUB issued Board Order 7/12 approving, on an interim ex-parte basis, the February 1, 2012 Primary Gas rate. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 14.36¢ per cubic metre to 11.05¢ per cubic metre on February 1, 2012.
On November 16, 2011, the PUB issued Order 159/11 with respect to Centra's Franchise Agreement Application, which approves the negotiated Schedule of the Act and the generic form of franchise agreement, subject to certain amendments.
On November 3, 2011, Centra filed Final Written Submission with the PUB with respect to its Franchise Agreement Application.
On October 28, 2011, Centra filed responses to Information Requests with the PUB, with respect to its Franchise Agreement Application.
On October 25, 2011, the PUB issued Board Order 150/11 approving, on an interim ex-parte basis, the November 1, 2011 Primary Gas rate. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 14.68¢ per cubic metre to 14.36¢ per cubic metre on November 1, 2011.
The Pre-hearing Conference with respect to Centra's Franchise Agreement Application was held at the PUB's office on September 23, 2011. The purpose of the Pre-hearing Conference was to identify intervenors and hear their reasons for intervention, to confirm the scope of the issues to be addressed in the review of the Application, and to define the overall review process. On October 3, 2011, the PUB issued Order 131/11, which granted intervenor status to one party and established a timetable for the review of Centra's Application.
On August 26, 2011 Centra filed its Franchise Agreement Application with the PUB. In its Application, Centra is seeking approval of alterations in, and additions to, the Schedule of The Greater Winnipeg Gas Distribution Act and approval of amendments to the generic form of franchise agreement.
On August 15, 2011, Centra filed its responses to the PUB's Information Requests on the Process for Review of Gas Supply, Storage and Transportation Arrangements.
On July 26, 2011, the PUB issued Board Order 96/11 approving, on an interim ex-parte basis, the August 1, 2011 Primary Gas rate. The Primary Gas rate for all Quarterly Rate Service customers will decrease to 14.68¢ per cubic metre on August 1, 2011 from 15.48¢ per cubic metre as set on May 1, 2011.
On July 8, 2011, Centra held its technical conference on the Review of Gas Supply, Storage and Transportation Arrangements. The purpose of the technical conference was to allow a comprehensive discussion and exploration of the issues, matters and terminology applicable in the examination of the various gas supply, storage and transportation alternatives.
On June 27, 2011, Centra circulated information to the PUB and stakeholders with respect to its Review of Gas Supply, Storage and Transportation Arrangements and notified them of the technical conference to be held on these matters at Manitoba Hydro’s head office at 360 Portage Avenue on July 8, 2011.
On May 2, 2011, the PUB issued Order 66/11 with respect to Centra's 2011/12 Cost of Gas Application and Centra's May 1, 2011 Primary Gas Quarterly Rate Application. Order 66/11 approves non-Primary Gas and Primary Gas rates effective May 1, 2011. The combined rate change will result in an annual bill decrease for a typical residential customer of 3.1% or approximately $29 per year, effective May 1, 2011.
On April 28, 2011, the PUB issued Order 65/11 with respect to Centra's 2011/12 Cost of Gas Application and Centra's May 1, 2011 Primary Gas Quarterly Rate Application. In Order 65/11, the PUB directed Centra to file revised rate schedules to reflect the directives contained in this Order.
