Definitions

Request for Information (RFI)
A written request for information, using a collective number, to gather information on potential vendors, budgetary pricing, or interest to perform the work. The information received may be used for budgetary purposes or to subsequently issue an RFP or RFQ.
Request for Proposal (RFP)
A written request for proposal, using a collective number, to gather proposals submitted by perspective vendors. The RFP allows the bidder to "propose" different methods of carrying out the work.
Request for Pre-Qualification (RFPQ)
A written request for pre-qualification, using a collective number, to gather information regarding vendor qualifications before sending out an RFP, RFQ, or SPEC. The RFPQ is used when: Sigma The Corporation may be uncertain whether there is any qualified vendor capable to perform the work; Sigma The work may be complex in nature; or Sigma Where the items purchased may be critical components to the Corporation's operation.
Request for Quotation (RFQ)
A written request for quotation, using a collective number to gather quotations, submitted by prospective vendors where the estimate for the work exceeds $50,000 or is complex in nature and requires detailed descriptions.
Specification (SPEC)
A written specification, using a collective number, to gather quotations or proposals by prospective vendors where: Sigma The estimate for the work exceeds $600,000; Sigma The work is complex in nature requiring detailed descriptions; or Sigma The items purchased may be critical components to the operation of the Corporation. Based on complexity of work, SPEC may be used to fill a requirement for less than $600,000 if more detailed documentation is needed. Issued in more detail than the standard RFQ, the SPEC usually requires Bid and Performance Bonding. SPEC includes all descriptions, definitions, payment terms, form of tender, and all other terms and conditions.
