Retrocommissioning (RCx)
An investigative process that helps return an existing commercial building back to its intended performance. This process applies to commercial buildings that have not previously been commissioned. This is accomplished through investigative studies that help identify energy saving opportunities such as the tune-up of existing building equipment.
Commissioning Provider (CxP)
An engineer who is licensed to practice in Manitoba and will become the CBOP project manager. The commissioning provider must have proven proficiency in commissioning existing buildings and can provide their expertise and assist in the retrocommissioning of the project facility.
Building Operator
The individual who is responsible for overall building operation and maintenance, and for dealing with emergencies. Their duties vary depending on the type of building but, in general, they:
  • monitor the performance of heating, electrical, mechanical and security systems and trouble-shoot problems;
  • report problems and recommend changes to improve efficiency, reduce operating costs or comply with environmental, building and safety codes;
  • perform routine equipment maintenance tasks and keep maintenance records;
  • monitor access to restricted areas such as the roof and telecommunications equipment and ensure that they are kept safe, clean, functional and accessible;
  • respond to complaints from building tenants and act as a liaison between tenants and owners;
  • supervise the work of maintenance personnel and contractors hired to make repairs.

Building operators often use computers to monitor equipment performance and for administrative tasks.

Direct Digital Control System (DDC)
A networked system of microprocessor-based controllers with analog and digital input and output devices and control logic that is developed and managed by software. An operator workstation is used to monitor control system status, store back-up copies of programs, enunciate and record alarms, initiate and store trends and develop reports. Complex strategies and functions to reduce energy use can be implemented within the system architecture. Using a DDC allows the CxP to identify energy conservation opportunities by investigating equipment duty cycling and optimizing system scheduling to match current building needs. The program requires this system because it will allow the building operator to trend energy consumption and ensure that energy savings persist over a given length of time. Other terms used instead of DDC include EMS (Energy Management System), BAS (Building Automation System), FMS (Facility Management System) and EMCS (Energy Management and Control System).
Scoping Study
The CxP conducts this study that identifies the indicators of opportunity and potential for energy savings. The study includes a building survey, documentation of energy saving opportunities and interviews with building staff. This study occurs in the Scoping Phase.
Investigation Study
The CxP conducts this study that includes an in-depth site assessment, identification of deficiencies and measures for improvement, energy and demand savings calculations and estimation of implementation costs. This study occurs in the Investigation Phase.
