Eligibility

Your home qualifies if:

  • you are the homeowner and the home has an active Manitoba Hydro account;
  • it is detached, semi-detached, or a mobile/modular home on a permanent foundation with a permanent water supply, and intended as a residence;
  • it is your principal residence or your tenant's principal residence.

Projects that are not eligible for this program include:

  • homes under construction, unoccupied homes, apartment buildings, summer homes or cottages, attached garages, outbuildings, or homes built 1999 or later;
  • projects already in progress or those that have been completed at the time Manitoba Hydro receives the project application;.
  • projects to replace existing insulation;
  • in instances where a contractor/retailer has previously failed to satisfy customer requirements under the program, Manitoba Hydro reserves the right to refuse a customer's application.

We may visit and inspect your home at any time from the date of approval until 12 months after installation. We also reserve the right to change or terminate the Home Insulation Program at any time.

Pre-approval from Manitoba Hydro is required to be eligible for the rebate.

Power Smart insulation requirements

Insulation must be new, purchased in Canada, and must have a verifiable R-value as determined by the Canadian Construction Materials Centre.

To qualify for a Home Insulation Program rebate, insulation must meet the following Power Smart levels:

  • Attics – existing insulation must be RSI 5.3 (R-30) or less
    • insulate to RSI 8.8 (R-50);
    • flat and cathedral ceilings to be insulated to RSI 5.0 (R-28);
    • a minimum of 100 sq. ft. must be insulated;
    • projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Foundation walls – only uninsulated walls are eligible
    • insulate to RSI 4.2 (R-24);
    • a minimum of 100 sq. ft. must be insulated;
    • projects to replace existing insulation are not eligible.
  • Wall cavities
    • insulate to a minimum of RSI 1.8 (R-10);
    • a minimum of 100 sq. ft. must be insulated;
    • projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Exterior walls – when re-siding
    • exterior wall insulation of a minimum of RSI 0.7 (R-3.75) to a maximum of RSI 1.8 (R-10);
    • a minimum of 100 sq. ft. must be insulated.
