Hal Turner, Vice-President, Asset Planning & Delivery

Since joining Manitoba Hydro in 1995, Hal has held various leadership and senior leadership positions in engineering, project management and asset management.

Most recently as Vice-President of Asset Planning and Delivery, Hal was responsible for strategically managing Manitoba Hydro’s generation, transmission, distribution, and gas assets including the engineering, construction, and project management functions. Hal was also responsible for executive oversight of the Keeyask Generating Station and the development of Manitoba Hydro’s Integrated Resource Plan.

Hal holds a bachelor of science degree in mechanical engineering. His studies also include a certificate in asset management from the Institute of Asset Management. He is a registered professional engineer in Manitoba.

Hal is an active member on the Canadian Electricity Association (CEA) Generation Council.

Dave Bowen, Vice-President, Operations

Dave joined Manitoba Hydro in 2005. Prior to joining Manitoba Hydro he held various roles working with a local consulting engineering firm focused on infrastructure. He was appointed Vice-President of Operations in 2023. Since joining Manitoba Hydro, he has held various leadership and senior leadership roles in the design and construction of world class infrastructure projects.

His experience includes design, construction, contract administration, project management, engagement with external partners and stakeholders and implementation of ongoing business efficiencies. Prior to this role, he was the Director of Integrated Resource Planning Division which included development of Manitoba Hydro’s 2023 integrated resource plan.

Dave is responsible to provide executive oversight to ensure the safe, reliable and efficient operation of the electric (includes generation, transmission and distribution) and natural gas systems in an environmentally sustainable manner.

He holds a Bachelor of Science degree in civil engineering and a Master of Science in structural engineering from the University of Manitoba. He is a registered professional engineer in Manitoba. He is a member of the Waterpower Canada Board.

Alex Chiang, Vice-President, Customer Solutions & Experience

Alex joined Manitoba Hydro as Vice-President, Customer Solutions & Experience in September 2020.

Alex is a proven and passionate advocate for customer centricity, having spent 20 years in the financial services industry in strategic, operational and transformation delivery roles across Canada and the northeastern United States. In his current role at Manitoba Hydro, he leads the business unit responsible for Energy Markets, Sales, Product, Marketing, Customer Care, and Customer Strategy.

Prior to joining Manitoba Hydro, Alex was responsible for defining and delivering new ways to enhance the customer experience and improve financial advice for Canadian Personal Banking at TD Bank. He also served as District Vice-President for 20 retail branches in Burnaby and Coquitlam, B.C. and as the Associate Vice-President for the Pacific Region Support Office for B.C. and Yukon.

He is a current board member of the Canadian Gas Association (CGA) and Vice Chair for Electricity Canada’s Customer Council.

Alex holds a bachelor of arts (honours) from the University of Western Ontario and a master’s degree in business administration from the Richard Ivey School of Business, University of Western Ontario.

Ian Fish, Vice-President, Digital & Technology

Ian joined Manitoba Hydro in September 2020 as the Vice-President of Digital & Technology. His expertise is critical as we look at new technologies and practices to help support our more customer-centric vision of Manitoba Hydro.

Prior to joining Manitoba Hydro, Ian was a Partner at IBM Canada’s Canadian Health practice in Winnipeg. Previous to that, he was the Managing Principal for Western Canada for Telus Health in Vancouver and also served in senior roles at Accenture in Toronto, Manitoba eHealth and the Health Sciences Centre here in Winnipeg.

Ian holds a bachelor of arts and master’s in science from the University of Manitoba.

In addition to his executive career, he is an active participant on the Public Sector Chief Information Officer Advisory and Canadian Electricity Association Technology committees. Ian is also a Director on the Reh-Fit Centre Board of Directors. He is also a former board member of the Manitoba Lung Association.

Jeffrey W. Betker, Vice-President, External & Indigenous Relations and Communications

Jeff was appointed Vice-President, External & Indigenous Relations and Communications in January 2020. He is responsible for internal and external communications to manage Manitoba Hydro’s reputation and community presence, employee communications, Indigenous and stakeholder relations. He is also responsible for the provision of legal services together with compliance activities for the corporation.

Jeff joined Manitoba Hydro in 2018 as Vice-President of Indigenous Relations. Prior to joining Manitoba Hydro, Jeff held leadership positions with Indigenous and Northern Affairs Canada, TC Energy and Manitoba Metis Federation.

He holds both bachelor of commerce (honours) and bachelor of arts degrees from the University of Manitoba, and a master’s of business administration degree (with distinction) from the University of Birmingham in England. He also has a certificate in negotiation and conflict resolution from Dalhousie University.

He currently serves as a director on the boards of the Ma Mawi Wi Chi Itata Centre and Economic Development Winnipeg.

Jamie Hanly, Vice-President, Human Resources and Safety, Health & Environment

Jamie joined Manitoba Hydro as Vice-President of Human Resources and Safety, Health & Environment in December 2021. Jamie has executive leadership experience in both the public and private sector. She most recently served as the Chief Human Resources Officer for the Legislative Assembly of British Columbia. Previously, Jamie was the Vice-President of the British Columbia Lottery Corporation and the Vice-President of Human Resources with the Saskatchewan Health Authority.

Jamie possesses a chartered professional in human resources (CPHR) designation, a certificate in organizational values and ethics from Carleton University, a graduate certificate in executive coaching from Royal Roads University, a master of arts in leadership, a chartered director’s designation from McMaster University, and a bachelor of management from the University of Lethbridge. Jamie is also certified as a lean leader and holds an associate certified coach designation through the International Coaching Federation.

Alastair Fogg, Vice-President, Chief Financial Officer

Alastair was appointed Vice-President and Chief Financial Officer in August 2023. He is responsible for developing financial strategies that impact and influence the decision-making of the enterprise. This includes supporting the Executive team and Manitoba Hydro Electric Board in establishing the financial strategy, planning and priorities for Manitoba Hydro while ensuring the organization meets its financial objectives. He is also responsible for providing broad direction regarding regulatory affairs.

Since joining Manitoba Hydro in 2009, Alastair has held various leadership positions including previous roles as Corporate Controller and Director of Enterprise Risk Management. He holds both a Bachelor of Science Degree in Mechanical Engineering and a Master’s in Business Administration (Finance) Degree from the University of Manitoba. He is a Chartered Professional Accountant (CPA, CMA) and registered Professional Engineer in Manitoba.
