Natural gas regulatory

Manitoba Hydro’s natural gas rates are regulated by the Public Utilities Board of Manitoba (PUB). PUB Orders may be accessed through the PUB’s website.

October 27, 2017

On October 27, 2017, the PUB issued Order 117/17 approving changes to natural gas rates for all gas consumed on or after November 1, 2017. The rates effective November 1, 2017 reflect a decrease in the cost of Primary Gas from 9.21¢ per cubic metre to 8.31¢ per cubic metre.

The annualized bill impact of the November 1, 2017 rate changes for a typical residential customer, based on an annual consumption of 2,243 m3, is a decrease of approximately 2.7% or $19 per year. The annualized bill impact for larger volume customers ranges from decreases of 3.2% to 6.4% depending on customer class and consumption levels.

July 28, 2017

On July 28, 2017, the PUB issued Order 79/17 approving changes to natural gas rates for all gas consumed on or after August 1, 2017. The rates effective August 1, 2017 reflect a decrease in the cost of Primary Gas from 10.17¢ per cubic metre to 9.21¢ per cubic metre and changes to other natural gas rates as directed by the Public Utilities Board of Manitoba in Order 108/15.

The annualized bill impact of the August 1, 2017 rate changes for a typical residential customer, based on an annual consumption of 2,243 m3, is a decrease of approximately 4.0% or $29 per year. The annualized bill impact for larger volume customers ranges from decreases of 3.8% to 31.4% depending on customer class and consumption levels.

April 26, 2017

On April 26, 2017, the PUB issued Order 44/17 approving the Primary Gas rate for all gas consumed on or after May 1, 2017. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 11.27¢ per cubic metre to 10.17¢ per cubic metre effective May 1, 2017.

The annualized bill impact of the May 1, 2017 Primary Gas rate change for a typical residential customer, based on an annual consumption of 2,243 m3, is a decrease of approximately 3.1% or $23 per year. The annualized bill impact for larger volume customers ranges from decreases of 3.6% to 6.8% depending on customer class and consumption levels.

January 25, 2017

On January 25, 2017, the PUB issued Order 7/17 approving the Primary Gas rate for all gas consumed on or after February 1, 2017. The Primary Gas rate for all Quarterly Rate Service customers will increase from 9.74¢ per cubic metre to 11.27¢ per cubic metre effective February 1, 2017.

The annualized bill impact of the February 1, 2017 Primary Gas rate change for a typical residential customer, based on an annual consumption of 2,243 m3, is an increase of approximately 4.5% or $32 per year. The annualized bill impact for larger volume customers ranges from increases of 5.3% to 10.5% depending on customer class and consumption levels.

October 27, 2016

On October 27, 2016, the PUB issued Order 137/16 approving the Primary Gas rate for all gas consumed on or after November 1, 2016 and the removal of non-Primary Gas rate riders applied to the Transportation (to Centra) and Distribution (to customers) rates which were approved on an interim basis in Order 108/15 and set to expire on October 31, 2016. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 10.55¢ per cubic metre to 9.74¢ per cubic metre effective November 1, 2016.

The combined bill impact of the November 1, 2016 Primary Gas rate change and the removal of existing non-Primary Gas rate riders for a typical residential customer, based on an annual consumption of 2,243 m3, is a decrease of approximately 9.9% or $78 per year. The annualized bill impact for larger volume customers ranges from decreases of 10.4% to 17.0% depending on customer class and consumption levels.

July 27, 2016

On July 27, 2016, the PUB issued Order 98/16 approving the Primary Gas rate for all gas consumed on or after August 1, 2016. The Primary Gas rate for all Quarterly Rate Service customers will increase from 8.19¢ per cubic metre to 10.55¢ per cubic metre effective August 1, 2016.

The annualized bill increase for a typical residential customer arising from the Primary Gas rate change, based on an annual consumption of 2,243 m3, is approximately 6.5% or $49 per year. The annualized bill impact for larger volume customers ranges from increases of 7.6% to 15.2% depending on customer class and consumption levels.

April 27, 2016

On April 27, 2016, the PUB issued Order 57/16 approving natural gas rates that reflect a decrease in the Primary Gas rate for all gas consumed on or after May 1, 2016. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 9.42¢ per cubic metre to 8.19¢ per cubic metre effective May 1, 2016.

The bill impact of this rate change for the typical residential customer will be a decrease of 3.3%, or approximately $25 per year. For larger volume customers, annualized bill impacts will range from decreases of 3.8% to 7.3%, depending on the rate class and level of consumption.

January 11, 2016

On January 11, 2016, the PUB issued Order 4/16 approving natural gas rates that reflect a decrease in the Primary Gas rate for all gas consumed on or after February 1, 2016. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 10.64¢ per cubic metre to 9.42¢ per cubic metre effective February 1, 2016.

The bill impact of this rate change for the typical residential customer will be an decrease of 3.2%, or approximately $25 per year. For larger volume customers, annualized bill impacts will range from decreases of 3.7% to 6.8%, depending on the rate class and level of consumption.

October 29, 2015

On October 29, 2015, the PUB issued Order 108/15 approving natural gas rates that reflect a decrease in the Primary Gas rate for all gas consumed on or after November 1, 2015. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 11.83¢ per cubic metre to 10.64¢ per cubic metre effective November 1, 2015. The PUB also approved changes to Supplemental Gas, Transportation (to Centra) and Distribution (to customer) Sales & Transportation rates that reflect the implementation of new base rates to include forecast of non-Primary Gas costs for the period of November 1, 2015 to October 31, 2016, and rate riders to recover the net forecast balance in the non-Primary Gas deferral accounts as of October 31, 2015.

The combined bill impact of these rate changes for the typical residential customer will be an increase of 0.7%, or approximately $6 per year. For larger volume customers, annualized bill impacts will range from decreases of 6.6% to increases of 3.4%, depending on the rate class and level of consumption.

September 11, 2015

On September 11, 2015, Centra filed a Pre-hearing Update with the PUB regarding its 2015/16 Cost of Gas Application to provide its current estimate of non-Primary Gas costs, based on future market prices as of July 31, 2015. If approved by the PUB, Centra’s updated rates will result in an increase of approximately 3.8% or $30 on the annual bill for a typical residential customer. For larger volume customers, the annualized bill impact ranges from decreases of 0.7% to increases of 8.8%, depending on the customers’ consumption and load characteristics.

August 21, 2015

On August 21, 2015, Centra filed responses to Information Requests with the PUB with respect to its 2015/16 Cost of Gas Application.

July 24, 2015

On July 24, 2015, the PUB issued Board Order 72/15 approving, on an interim ex-parte basis, Centra’s request to maintain the Primary Gas rate as previously approved in PUB Order 43/15 for all gas consumed on or after August 1, 2015. The Primary Gas rate for all Quarterly Rate Service customers will remain unchanged at 11.83¢ per cubic metre effective August 1, 2015.

June 12, 2015

On June 12, 2015, Centra filed with the PUB its 2015/16 Cost of Gas Application. In its Application, Centra is requesting approval of changes to its Supplemental Gas, Transportation (to Centra) and Distribution (to Customers) rates to be effective November 1, 2015. These changes reflect the forecast of gas costs for the 2015/16 gas year and the recovery of gas cost deferral balances for the 2014/15 gas year based on the outlook to the end of October 2015, as well as the recovery of the remaining balance in Prior Period Gas Cost Deferral accounts as at October 31, 2015.

Centra has redacted commercially sensitive information related to its gas supply, storage and transportation transactions, commercial arrangements, and operations, as well as actual natural gas consumption information due to the concern for potential harm to Centra and its ratepayers if confidential information were to be disclosed publically. Interested parties that wish to view the confidential portion of the Application should contact the Public Utilities Board’s (PUB) Secretary and will be required to sign a Non-Disclosure Agreement. April 23, 2015

On April 23, 2015, the PUB issued Board Order 43/15 approving, on an interim ex-parte basis, natural gas rates that reflect a decrease in the Primary Gas rate for all gas consumed on or after May 1, 2015. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 12.52¢ per cubic metre to 11.83¢ per cubic metre effective May 1, 2015. The bill impact for the typical residential customer will be a decrease of 1.7%, or approximately $14 per year. For larger volume customers, annualized bill decreases range from 1.9% to 3.2% depending on the rate class and level of consumption.

February 3, 2015

On January 29, 2015, the PUB issued Board Order 12/15 approving, on an interim ex-parte basis, natural gas rates that reflect a decrease in the Primary Gas rate for all gas consumed on or after February 1, 2015, and interim approval of revised Supplemental Gas rate riders sufficient to recover the remaining portion of the $23.3 million Supplemental Gas deferral account balance approved for recovery in Order 123/14 over a 9-month period from February 1, 2015 to October 31, 2015. The Primary Gas rate for all Quarterly Rate Service customers will decrease from 16.65¢ per cubic metre to 12.52¢ per cubic metre effective February 1, 2015. The combined bill impact for the typical residential customer will be a decrease of 5.5%, or approximately $50 per year. For larger volume customers, annualized bill decreases range from 6.2% to 14.5% depending on the rate class and level of consumption.
