Planning for Manitoba's energy future
Manitoba needs new sources of electricity by 2030
This need was first identified in our 2023 IRP and confirmed once more by our 2025 IRP.
We are preparing now to ensure we can meet future energy needs.
Our 2025 IRP includes the outcomes of comprehensive research, modelling and analysis. It is a road map that includes a recommended development plan that is a high-level 10-year plan for the approximate timing and quantity of actions and investments for new and enhanced supply resources and efficiency programs.

Investing in Manitoba's future
Demand for energy is growing and our supply is limited. Manitoba Hydro is well positioned to meet future energy needs—but we need to act now to develop new sources of energy to ensure they're available by the time we need them.
Building new resources and developing new energy efficiency programs takes time. That's why we're starting now and implementing our recommended development plan by:
- continuing to procure up to 600 MW of Indigenous majority owned wind power;
- beginning to implement approximately 750 MW of natural gas combustion turbines;
- pursuing supply-side enhancements like upgrades to our generating assets; and
- working with Efficiency Manitoba to design and implement new and improved energy efficiency programming.
How we developed our 2025 IRP
Developing an IRP is a repeatable process, used to understand and prepare for the energy future.
Input from our customers, interested parties, and Manitoba’s broader energy planning community helped to inform our plan to provide the safe and reliable energy you count on.
Developing our 2025 IRP looked like this:

Setting direction
We set the direction of the 2025 IRP by identifying its purpose and what to include. This helps everyone understand what to expect. -
Developing key inputs and scenarios
We gathered information and data from a wide variety of sources to outline key inputs and develop scenarios used in the IRP. We also established the evaluation metrics in this phase before starting our modelling and analysis. -
Modelling, analysis and evaluations
Our experts used specialized computer models to test how Manitoba Hydro may serve future energy needs in the various scenarios. We compared and evaluated the modelling and analysis outputs to understand and share how they align with Manitobans’ energy needs. -
Preliminary recommendation
From the evaluation of the modelling and analysis, we drafted a preliminary recommended development plan for meeting the needs of our customers for years to come. We shared and sought feedback on this plan and our road map outlining what actions are needed now to prepare for the energy future. -
Finalizing the Integrated Resource Plan
We finalized the road map, including the recommended development plan, and published the IRP in early 2026.

What is an Integrated Resource Plan (IRP)?
What is an Integrated Resource Plan (IRP)?
An IRP is a tool that utilities use to understand and prepare for future energy needs. For Manitoba Hydro, it accounts for both our electricity and natural gas systems and reflects combinations of customer needs, service territory, the energy products offered to customers, existing assets, and policy drivers.
A key part of an IRP is that it includes engagement with customers and interested parties as part of its development to ensure openness and transparency in the energy planning process.

We are responsible for supplying Manitobans with safe and reliable energy. The energy transition, and particularly decarbonization, is increasing demand for electricity — and Manitoba Hydro’s supply is limited.
Every utility around the world either is or will be facing similar challenges. We must face these challenges head-on and work to understand what we need to do to continue meeting the energy needs of Manitobans.

What’s the difference between the 2023 IRP and the 2025 IRP?
Through significant research and discussions with customers, governments, and other interested parties across our province, we studied in the 2023 IRP how the energy transition could impact our natural gas and electricity systems. Then, we built a plan outlining several possible energy futures, or scenarios, along with steps we can take to best monitor and prepare for whatever tomorrow brings.
The output of the 2025 IRP will be a road map that includes a development plan. This development plan will identify a series of specific actions Manitoba Hydro can take to meet future energy needs, including potentially building new infrastructure or creating new programs to reduce consumption.
