October 28, 2020

On October 28, 2020, the PUB issued Order 128/20 approving changes to natural gas rates for all gas consumed on or after November 1, 2020. The rates effective November 1, 2020, reflect an increase in the cost of Primary Gas from 9.32¢ per cubic metre to 10.81¢ per cubic metre.

In addition, the November 1, 2020 rates reflect the removal of PUB approved temporary rate adjustments associated with prior period gas costs and the Furnace Replacement Program Refund to Small General Service customers only that were in effect over the last 12 months.

The combined annualized bill impact of the November 1, 2020 rate change for a typical residential customer, based on an annual consumption of 2,218 m3, is an increase of approximately 22% or $122 per year. The combined annualized bill impact for larger volume customers ranges from increases of 4.3% to 42.6% depending on customer class and consumption levels.

Although the result of the rate change is a large bill increase, Small General Service class bills were significantly discounted this past year due to the temporary downward rate adjustments and are at approximately the same level as they were prior to November 1, 2019. These rate adjustments were approved by the PUB in Order 161/19 to be effective November 1, 2019 for a 12-month period and resulted in bill decreases for most customers. At that time, Manitoba Hydro communicated that these adjustments were temporary and upon reaching October 31, 2020, customers were likely to experience bill increases due to the removal of the adjustments. The majority of the November 1, 2020 rate change is the result of the removal of these rate adjustments.

July 28, 2020

On July 28, 2020, the PUB issued Order 96/20 approving changes to natural gas rates for all gas consumed on or after August 1, 2020. The rates effective August 1, 2020 reflect an increase in the cost of Primary Gas from 8.63¢ per cubic metre to 9.32¢ per cubic metre.

The annualized bill impact of the August 1, 2020 rate change for a typical residential customer, based on an annual consumption of 2,218 m3, is an increase of approximately 2.7% or $14 per year. The annualized bill impact for larger volume customers ranges from increases of 2.7% to 6.4% depending on customer class and consumption levels.

April 27, 2020

On April 27, 2020, the PUB issued Order 62/20 approving Centra’s application to maintain the current Primary Gas billed rate at 8.63¢ per cubic metre for all gas consumed on or after May 1, 2020.

January 23, 2020

On January 23, 2020, the PUB issued Order 10/20 approving changes to natural gas rates for all gas consumed on or after February 1, 2020. The rates effective February 1, 2020 reflect a decrease in the cost of Primary Gas from 9.10¢ per cubic metre to 8.63¢ per cubic metre.

The annualized bill impact of the February 1, 2020 rate change for a typical residential customer, based on an annual consumption of 2,218 m3, is a decrease of approximately 1.8% or $10 per year. The annualized bill impact for larger volume customers ranges from decreases of 1.8% to 4.2% depending on customer class and consumption levels.

October 31, 2019

On October 31, 2019, the PUB issued Order 161/19 approving changes to natural gas rates for all gas consumed on or after November 1, 2019. The rates are effective November 1, 2019 and reflect an increase in the cost of Primary Gas from 8.52¢ per cubic metre to 9.10¢ per cubic metre. Although Primary Gas rates will increase, the implementation of other rate changes arising from Centra Gas’s 2019/20 General Rate Application with the PUB resulted in an overall decrease to natural gas bills for system supply customers.

The combined annualized bill impact of the November 1, 2019 rate changes for a typical residential customer, based on an annual consumption of 2,218 m3, is a decrease of approximately 18.7% or $127 per year. The combined annualized bill impact for larger volume system supply customers ranges from decreases of 3.4% to 22.8%, depending on customer class and consumption levels. Most Transportation Service customers will experience bill increases effective November 1, 2019. The majority of the bill impacts are temporary and result primarily from rate adjustments associated with prior period gas costs, and the refund of the surplus balance in the Furnace Replacement Program fund (residential and small commercial customers only). These adjustments are expected to be in effect for a 12-month period, at which time customers are likely to experience bill increases.

August 14 to September 5, 2019

July 23, 2019

On July 23, 2019, the PUB issued Order 102/19 approving changes to natural gas rates for all gas consumed on or after August 1, 2019. The rates effective August 1, 2019 reflect a decrease in the cost of Primary Gas from 9.45¢ m3 to 8.52¢ m3.

The annualized bill impact of the August 1, 2019 rate change for a typical residential customer, based on an annual consumption of 2,243 m3, is a decrease of approximately 2.8% or $20 per year. The annualized bill impact for larger volume customers ranges from decreases of 3.3% to 6.2% depending on customer class and consumption levels.

May 10, 2019

On May 10, 2019, Centra filed responses to Information Requests with the PUB with respect to its 2019/20 General Rate Application.

April 23, 2019

On April 23, 2019, the PUB issued Order 47/19 approving changes to natural gas rates for all gas consumed on or after May 1, 2019. The rates effective May 1, 2019 reflect an increase in the cost of Primary Gas from 9.09¢/m3 to 9.45¢/m3.

The annualized bill impact of the May 1, 2019 rate change for a typical residential customer, based on an annual consumption of 2,243 m3, is an increase of approximately 1.1% or $8 per year. The annualized bill impact for larger volume customers ranges from increases of 1.3% to 2.5% depending on customer class and consumption levels.

January 29, 2019

On January 29, 2019, the PUB issued Order 16/19 approving changes to natural gas rates for all gas consumed on or after February 1, 2019. The rates effective February 1, 2019 reflect an increase in the cost of Primary Gas from 8.32¢/m3 to 9.09¢/m3.

The annualized bill impact of the February 1, 2019 rate change for a typical residential customer, based on an annual consumption of 2,243 m3, is an increase of approximately 2.3% or $16 per year. The annualized bill impact for larger volume customers ranges from increases of 2.8% to 5.5% depending on customer class and consumption levels.
